Pakistan launches digital platform to broaden domestic investor base

The Pakistani government has launched InvestPak, a digital investment platform designed to broaden the country's domestic investor base by enabling individuals and corporate investors to invest directly in government securities through a web portal and mobile application.

According to the Finance Division's Monthly Economic Update & Outlook (July 2026), the initiative is part of the government's broader reform agenda to strengthen financial markets, enhance debt sustainability and encourage wider participation in the country's capital market.

The report states that InvestPak allows both individual and corporate investors to access government investment instruments through digital channels, making participation in the domestic debt market more convenient and accessible. The platform has been introduced alongside the facility to purchase three-month Treasury bills through the JazzCash application, reflecting the government's efforts to expand investment opportunities for retail investors.

According to the document, broadening the domestic investor base is a key component of the government's strategy to strengthen Pakistan's financial markets and diversify sources of financing. By encouraging greater participation from households and businesses, the government aims to strengthen the domestic capital market while reducing dependence on a relatively narrow group of institutional investors.

The Finance Division notes that the initiative also supports the government's objective of improving debt sustainability. Expanding the pool of domestic investors is expected to enhance the government's financing flexibility and help build a more resilient debt management framework. At the same time, wider public participation in government securities is intended to promote financial inclusion by providing easier access to secure investment instruments.

The report further states that the government has continued to pursue a proactive debt management strategy aimed at reducing refinancing risks and lowering future debt-servicing costs. As part of this strategy, consortiums of leading international banks have been appointed to support future issuances of Eurobonds, international Sukuk, and Pakistani rupee-denominated, US dollar-settled bonds, reinforcing the government's market-oriented sovereign financing framework.

According to the document, these financial sector reforms are being implemented amid an improving macroeconomic environment. The Finance Division says Pakistan entered FY2027 with stronger macroeconomic fundamentals following the stabilisation gains achieved during FY2026, including improved fiscal performance, stronger foreign exchange reserves, a broadly balanced external sector and continued progress in economic recovery.

The report notes that recent reforms are intended to make Pakistan's financial markets more inclusive, efficient and accessible through greater use of digital technology. By providing investors with easier access to government securities, the authorities aim to encourage domestic savings, strengthen capital market participation and support sustainable public financing over the long term.
