Pakistan, China advance CPEC Phase II, expand economic cooperation

Pakistan and China have moved forward on CPEC Phase II and strengthened bilateral economic cooperation, with a renewed focus on industrialization, innovation, and inclusive growth.

According to the Monthly Development Update (April 2026) issued by the Ministry of Planning, Development and Special Initiatives, the minutes of the 14th Joint Cooperation Committee (JCC) meeting were formally signed on March 31, 2026, during an event held in Islamabad.

The report noted that the signing reflects strengthened institutional coordination between the two countries and outlines the strategic direction for the next phase of cooperation under the China-Pakistan Economic Corridor (CPEC).

It highlighted that CPEC Phase II aims to promote industrial development, enhance innovation, and support inclusive economic growth across various sectors of the economy.

The document emphasized that the development marks a significant step toward further consolidating the all-weather strategic cooperative partnership between the two countries.

It further noted that both countries are expanding cooperation beyond infrastructure into areas that support long-term economic transformation.

In addition to CPEC-related developments, the report highlighted progress in Pakistan-China collaboration in emerging sectors, particularly in technology and human capital development.

A high-level meeting held in March tasked the Higher Education Commission (HEC) with playing a central role in advancing cooperation under the Pakistan-China artificial intelligence (AI) framework.

The initiative, facilitated through the China-Pakistan Strategic Human Resource Development Programme, aims to align national scholarship programmes with key technological areas such as artificial intelligence, robotics, space technology, and Industry 4.0.

The report noted that expanding these opportunities is intended to equip Pakistani youth with skills required for future economic demands, supporting the development of an innovation-driven economy.

The document also highlighted cooperation in climate and environmental sectors, with both countries working on initiatives to strengthen climate resilience through technological solutions.

These include the deployment of solar home systems, intelligent meteorological observation stations, and cloud-based early warning systems aimed at improving disaster preparedness and response capacity.

The report emphasized that such initiatives reflect a broader shift in Pakistan-China cooperation toward technology-driven and people-centered development.

Overall, the document indicated that ongoing engagements between Pakistan and China focus on strengthening economic ties, enhancing technological collaboration, and supporting sustainable development under the evolving framework of CPEC Phase II.
