Flood resilience, post-disaster rehabilitation projects expand in Sindh and Balochistan

Pakistan’s external financing portfolio during FY26 continued to include a wide range of flood resilience, recovery and rehabilitation projects in Sindh and Balochistan, with multiple initiatives listed under ongoing and approved financing arrangements, according to the Foreign Economic Assistance Monthly Report for November 2025 issued by the Ministry of Economic Affairs.

The document records several Sindh-based projects focused on post-flood housing, rehabilitation and infrastructure restoration, supported through financing from multilateral development partners. These projects are listed under the social sector, housing and rehabilitation categories and are presented as part of the province’s ongoing recovery efforts.

Among the Sindh initiatives, the report includes housing reconstruction and rehabilitation projects, which receive external assistance aimed at supporting affected populations following flood events. The projects are listed with their respective lenders and executing agencies and are recorded as active during FY26.

In addition to housing-related initiatives, the report lists flood-related infrastructure and resilience projects in Sindh, covering areas such as community infrastructure, public facilities and resilience-building measures. These initiatives are categorised separately from transport and urban development projects and are included under disaster response and recovery headings.

The document also details a number of Balochistan-focused projects related to flood resilience, climate adaptation and post-disaster recovery. According to the report, Balochistan’s portfolio includes projects aimed at strengthening institutional capacity and infrastructure resilience in flood-affected and climate-vulnerable areas. These initiatives are recorded under multilateral financing and are shown as part of the province’s active external assistance engagements.

The Ministry of Economic Affairs notes in the report that the figures and project statuses presented are provisional and subject to reconciliation with development partners and executing agencies. The November edition follows the same reporting structure as previous months, ensuring consistency in the presentation of provincial disaster-related financing.
