Urgent: Russian parliament approves constitutional amendments in first reading
MOSCOW, Jan. 23 (Xinhua) -- Russia's lower house of parliament on Thursday approved constitutional reform legislation submitted by President Vladimir Putin in the first reading, the Interfax news agency reported.
