Justice Kayani grills admin over irregularities in local postings Breaking

November 26, 2025

Justice Mohsin Akhtar Kayani of the Islamabad High Court (IHC) on Wednesday expressed strong remarks during a hearing, questioning why work is not being done despite the establishment of constitutional courts. He highlighted that a deputy commissioner previously punished by this court was even awarded a presidential medal.  The hearing concerned private individuals performing government duties in Islamabad’s patwar circles.

The court ordered the district administration to issue corrected advertisements for the posts.  Justice Kayani expressed frustration over the delay, asking, “Does every task have to be done only after contempt of court? The DC whom this court had penalized is now receiving a presidential medal.” He warned that unlike other judges, he would not give time when noticing contempt of court and could immediately jail those responsible.

He further stated that the system cannot function with dishonest individuals and blamed administrative irregularities for local body elections not being held. “All of this affects you; judgment has been passed, do not act in bad faith. Mistakes are not punished — these are local posts. How will you bring people from every province?” he added.

Justice Kayani criticised the misallocation of patwaris, noting that officials from other districts are often posted elsewhere, causing inefficiencies in Islamabad. The court instructed the administration to issue corrected advertisements before the next hearing, which has been postponed until next month.
