Canada released the 2nd volume, Final PIFI Inquiry Report, naming India for political interference and transnational repression including targeting Sikh activists and pro-Khalistan movement in Canada. The report mainly covers the Canadian federal departments, capture to detect and counter foreign interference. India’s escalated political interference and transnational repression have raised serious alarms among Western democracies as New Delhi actively undermines political sovereignty abroad.

The report confirms India is conducting state-directed and community-level operations to suppress dissent, manipulate foreign political discourse, and silence critics globally. As per the report, Indian intelligence and diplomatic networks have aggressively targeted Sikh activists and pro-Khalistan supporters in Canada, engaging in covert influence campaigns to reshape public narratives, intimidate community leaders, and suppress political activism. Intelligence assessments classify India as a “moderate to high” threat to Canadian democracy, a designation typically reserved for authoritarian regimes with destabilization agendas.

India’s interference in Canada is systematic and multifaceted—ranging from political lobbying, media manipulation, and economic coercion to spying on activists and threatening opposition figures abroad. The Modi government has actively sought to influence Canada’s electoral landscape, pressuring policymakers to align with its geopolitical objectives while attempting to discredit and delegitimize voices advocating for Sikh and Kashmiri self-determination. Beyond Canada, India's interference extends to the UK and the US, where it has leveraged diaspora communities to push pro-Modi and Hindutva narratives, pressuring political actors into compliance.

The Modi government has weaponized the Indian diaspora, using it as a tool to advance its nationalist foreign policy and silence opposing voices abroad. The interference in Canada’s electoral process is a clear violation of democratic sovereignty, warranting an immediate and unified response from global democracies before similar tactics escalate elsewhere. India’s strategy is not about diplomacy—it is a systematic effort to infiltrate, manipulate, and dominate foreign political landscapes while silencing any form of opposition.

India’s tactics involve economic coercion, political lobbying, and threats of diplomatic retaliation, proving it is willing to violate democratic norms to expand its influence. This is not just Canada’s battle, the final report says—every democracy that values political independence, transparency, and civil liberties must confront India’s rising authoritarian influence before it is too late.
