China has long been recognized as one of the world’s most technologically advanced nations. It is often said that China is not living in 2025—but already thinking in terms of 2050. With massive investments in innovation, infrastructure, and digital systems, the country has consistently stayed ahead of the global curve. Recently, China’s cyber regulator released draft rules for public consultation aimed at strengthening oversight of AI services that simulate human personalities and emotional interaction. These proposed measures reflect not hesitation toward AI, but maturity—showing that China is now focused on refining and responsibly managing technologies it has already mastered.

The draft rules target AI systems capable of human-like communication through text, images, audio, or video. As emotionally interactive AI becomes more common, authorities want to ensure that innovation does not come at the cost of user well-being. Service providers would be required to warn users against excessive use and intervene if signs of addiction or emotional dependence appear.

What makes these rules stand out is their emphasis on psychological health. Companies would need to assess users’ emotional states and levels of reliance on AI services, taking action when extreme behavior is detected. Responsibility would cover the entire AI lifecycle, supported by strict systems for algorithm review, data security, and personal information protection.

Content restrictions are also clearly outlined. AI platforms must not generate material that threatens national security, spreads misinformation, or promotes violence or obscenity. This reinforces China’s broader governance philosophy—technological freedom balanced with social responsibility.

Experts see these draft rules as evidence of China’s forward-thinking approach. Having surged ahead in AI development, China is now shaping how advanced technologies should coexist with human values. As AI continues to evolve, China’s regulatory model may well influence how the world manages intelligent systems in the years to come.
